Job Description:
This position is responsible for assisting the Regional Security Office (RSO) with the coordination of all Antiterrorism Assistance (ATA) program activities in-country; providing liaison with RSO, Embassy, partner nation officials; representing ATA interests in-country; monitoring ATA personnel in-country assuring the successful delivery of training and equipment; and reporting to the Program Manager (PM), Regional Security Officer (RSO), and Senior Security Investigator. This position is responsible for the coordination of the ATA program. This position will assist with administrative, personnel, fiscal, travel, logistical, training, equipment, and other duties as assigned by the RSO and/or PM. This position is critical to the successful management of the Country Implementation Plan along with the PM and RSO. This position will liaise with and report to the U.S. Embassy Dushanbe RSO and Security Investigator through the ATA PM. The Security Assistance Coordinator for the ATA program is responsible for training and equipment deliveries to partnered law enforcement. The position tracks all mission security assistance to assist and reports to RSO and other Embassy offices for high-level coordinated law enforcement liaison.
The employee’s responsibilities will include:
- Act as Point of Contact for scheduling of all individual training courses and facilities in coordination with the Embassy RSO’s office and partner nation law enforcement & security officials.
- Assists the RSO in providing liaison with partner nation officials to facilitate training and equipment delivery, identify training venues, and determine future training requirements.
- Assists the RSO in monitoring the program to determine that training is scheduled when needed, is meeting predetermined objectives, and is being provided to appropriate host country personnel, (vis-à-vis assignment, rank, responsibility, and organizational membership), etc.
- Assists the RSO in ensuring training facilities are adequate to support training and mission requirements and oversees construction, refurbishment, facility operations and maintenance as needed.
- Records lessons learned during training and recommended methods of improving future activities, as requested by the RSO;
- Assists the RSO in the preparation of cables, reports, briefs and other documentation of in-country ATA program activities; submits situation reports to the ATA PM, assuring timely and accurate reporting of all program activities, sensitive issues and successes; immediately reports any emergencies to the RSO; facilitates ATA in country communications (e-mail, R/R radio, cellular phone, landline and satellite phone).
- Represents ATA in the identification, development and oversight of all ICASS related services, as requested by the RSO.
- Assists the PM with the oversight of Administrative Funds and all other expenditures as required to support the mission.
- Collects fiscal data to assist with the completion of monthly, quarterly and annual reports.
- Assists with the scheduling and delivery of briefings to include: RSO security and Emergency Action Plan (EAP) Briefings; assists the RSO with briefing all incoming ATA personnel upon arrival on local safety, health, driving and political/cultural conditions; stays aware of and briefs ATA personnel on current threat levels; assists with the maintenance of personnel data and emergency contact information for deployed personnel.
- Assists RSO with arrangements for billeting and local transportation of ATA personnel and instructors in-country.
- Assists RSO, vendors, and Embassy General Services with coordinating the local purchase of equipment, supplies, and materials as required to support training; assists with receiving all ATA shipments on behalf of the RSO, processing through customs, and arranging for delivery to training site.
- Has primary responsibility for development and implementation of an end-use monitoring program.
- Conduct regular inventories and maintain accountability for all ATA equipment, materials, and other government property
- Maintain a database of ATA training materials, courses, and participants for the purpose of forecasting training needs for partner nation units and organizations.
- Update Standard Operating Procedures (SOPs) as required.
- Other duties as assigned.
Essential Qualifications
Education:
- Completion of university level study in business, economics, accounting, logistics, finance, political science, law enforcement, international relations, language, education, or related field is required.
Professional experience:
- Minimum of three years prior experience in an administrative or supervisory role with a military, law enforcement, or a diplomatic/international organization.
- At least one-year experience administering law enforcement assistance programs is preferred.
- At least one-year experience with financial management and reporting is preferred.
Language Proficiency (test will be administered):
- Level III (good working knowledge) in written and spoken English and level IV (fluency) in written and spoken Russian and/or Tajik is required.
Required Skills:
- Ability to report facts accurately.
- Ability to work independently with minimal or no supervision while interacting with Tajik and US Government officials.
- Must possess an official driver’s license issued by the Government of Tajikistan.
- Must be able to lift 45 lbs.
